Hugh made a great contribution to the development of Dublin's international Financial Services Centre (IFSC). Much of the success of the international insurance sector is down to the selfless contribution that Hugh made of his valuable knowledge and contacts which he freely contributed to help develop IDA's strategy for the sector when the IFSC was launched in the late 1980s. That was Hugh's nature - generous and always a joy to encounter.
