My sympathy to Joyce and family. Paul and I were colleagues in the Capital Budget Section of the Department of Finance. I have the best of memories of the pleasant atmosphere in that office. We travelled to Brussels together in 1973 to be interviewed for the same post in the EC. He was the preferred candidate, but rejected the offer. By default , I got the post. I've always been grateful to Paul for his decision.
