Following his distinguished career in the Department of Foreign affairs, Andy became an active member of the Institute for International and European affairs, where he was a cherished colleague and chair of our enlargement group for over two decades. His warmth, good humour, his keen intellect and capacity for strategic thinking made an indelible mark on all who met him from to the distinguished guest speakers, to the expert working group members and the young researchers. My deepest sympathies to Hanne and the extended O'Rourke family on the sad death of Andy. I had the honour to serve as his Private Secretary when he was Secretary (General) of the Department of Foreign Affairs. Our deepest sympathy to Hanne and to the O’Rourke family on Andy’s passing. May he rest in peace. His service in so many significant posts at home and abroad underlines the trust and respect in which he was held by government and by his interlocutors. He was a great colleague, a patient and supportive boss and a model to follow.
Deepest sympathy.

It was with great sadness that we heard of Andy's demise. We served under Andy and Hanne in PR Brussels during the Irish Presidency of 1984; he was a rock of calm and patience as a leader during those exceptionally hectic months and a mentor with profound wisdom and guidance to all of us serving in the Mission. And Hanne was a crucial support for the spouses who also played their part.

Andy was one of a small cohort of "statesman diplomats", a powerful intellect with the ability to provide objective policy guidance with fundamental authority. We will not see the like. May he rest at God's right hand; ar dheis Dé go raibh a anam acha.

Our sincere condolences to Hanne and family and to the O'Rourke relatives, many of whom we knew and know.

Dear Hanne, Dear Kevin and the rest of the family.
Please accept our warmest greetings and sympathy on Andy's passing. We will always remember with joy and the greatest respect an excellent colleague and later a good friend. From Andy's efforts as a member of Coreper during our joint negotiations on EU membership and later during his work in Copenhagen. We especially came to appreciate the close contact and warm relations during our service as Danish Ambassador in Dublin. We were thus among the privileged who had the opportunity to experience Andy in several capacities during a long career in diplomacy, he will always be remembered with gratitude and respect.
Sincerely yours
Mette & Henrik.
