I was in St. Assam’s Primary School with Ciaran. He had an exceptional intellect , even as a 12 year old boy. We had a short lived but formative drama writing group as 12 year olds. Ciaran excelled in school and was awarded 1st place in Dublin in the City Council Scholarship examinations of 1965. His subsequent acclaimed contributions in the public service are of no surprise to me.

I had the great good fortune to work for Ciarán in 3 different parts of Finance: when he was Director in CSD and over some PED Votes; when he was my A Sec in Central Pay Policy section during the teachers dispute and Sec Gen for my last role in Civil Service HR policy, Recruitment, Terms and Conditions. Ciarán was wise and astute with a wry sense of humour. He was honourable, decent and kind with a heart of gold. I am one of many who have reason to be thankful to and for Ciarán.

We great chats about the Ian Rankin /John Rebus crime books and classic westerns.

Sincere condolences to Alice and all of Ciaran's family and friends. I am struck by all the comments here about Ciaran being calm and considered, with a gentle humour, as that is exactly how he was when he reported to me in the Dept Finance/ Public Service in the 1970s. Ciaran was in his 20s and I was only slightly older. Our careers went in different paths. Mine eventually led to working abroad, whereas in Ciaran's case he more or less stayed in the same area and moved upwards from there. I met him a few times after coming back to Ireland and he was the same Ciaran, only deeper, as those qualities I mentioned had developed over the years. May he Rest in Peace.

I worked for and with Ciaran for many years over the course of our respective careers. He was a great boss and colleague, remaining calm and unflappable no matter what the circumstances. I first got to know Ciarán well in September 1997 when we swapped jobs as part of a series of transfers in the Department of the Public Service. Since then, our paths crossed many times. Ciarán was a pleasure to work for and was a kind and supportive colleague. He also became a good friend.

Ciarán was a modest and unassuming man with a formidable intellect. He had the ability to remain calm and to deal effectively with the most difficult and stressful situations. He was an honourable man who had the trust of all who dealt with him.
