So sorry to learn of Noel's passing - from the first time I began reporting on Cork County Council meetings almost 30 years ago, he always welcomed me to the chamber with a friendly smile and a polite inquiry as to what brought me out to County Hall and, if I ever wanted to check anything with him about his contribution, he was always courteous and helpful ..

And it was clear listening to his contributions and more revealingly, watching how his fellow councillors listened carefully to his well crafted motions, how much respect and regard he was held in by his peers across all parties and none. Sincerest sympathies to his friends, family and all at Cork County Hall who will miss him hugely.

Councillor Collins. I have many great and happy memories of you. I remember you fondly for lots of reasons. Coming to Barryscourt and been given the glass of white lemonade. I hope that nan and grandad were waiting for their good old friend at the pearly gates with a big glass ready for you . Nothing more than u deserve . you went above and beyond for many and I hope that u have received your heavenly rewards rest easy Councillor your work is done.

Meet Noel in 1967 at Liam Burke Car Sales Cork.
We remained good friends for over forty years, he was very kind and sincere person he will be sadly missed.

I was deeply saddened to hear of Noel's passing. I got to know him quite well during my time working in the Law Department at Cork County Council. He was a genuinely decent, kind and humble man and always had a 'chirpy' disposition. He worked hard and passionately for his constituents trying to unravel and understand the ramifications and endemic delays that occur in our legal system. He was always courteous and polite and was a role model for anybody thinking of entering the fray that is public life. He will be greatly missed by everybody who knew him and his passing is a great loss to his constituents in East Cork, whom he served so diligently. He was a man and public representative whom I held in the highest esteem. Rest in Peace, Noel.
