Dear Mary, Helen, Bernadette and John,

I am deeply saddened by the passing of Pat, who was the former Chief Executive of the HPRA.

He led the HPRA – formerly the Irish Medicines Board – with distinction for 13 years, until 2015. He left a remarkable legacy that continues to shape our organisation today, moulding its development and delivering transformative change. His influence during this period extended well beyond our organisation. Pat was also a highly regarded and impactful leader across both European and international regulatory networks.

On a personal level Pat was one of the most amazing and instrumental people I have had the privilege to work with. He was a born leader, always visionary with empathy and the understanding of the value of people. He was a gentleman with huge kindness and integrity, and a great sense of humour. He has left us too soon, may he rest in peace.

It is with profound sadness that the European Medicines Agency (EMA), mourns the unexpected passing of Prof. Pat O’Mahony who was a deeply respected figure in the European medicines regulatory network.

As Chief Executive of the Irish Health Products Regulatory Authority (HPRA), Prof. O’Mahony joined the EMA as a Member of the EMA Management Board in 2003 until 2015 and served as its Chair from 2007 to 2011.

Prof. Pat O’Mahony was known for his unwavering commitment to public health. His leadership and vision helped shape the regulatory landscape across Europe, and his work benefits patients and healthcare systems today. He brought wisdom, warmth, and integrity to every role he held. He was a passionate advocate for patient safety and a tireless champion of scientific excellence and cooperation across borders. His contributions to the EMA and the wider European medicines network were both profound and personal.

Pat inspired colleagues with his kindness, mentored many with generosity, and led with a steady hand and an open heart. His passing is a great loss to the entire regulatory community.

We extend our deepest condolences to Pat’s family, friends, and all who had the privilege of knowing him. He will be remembered with great respect and affection.

The European Medicines Agency (EMA) Management Board is deeply saddened by the passing of Prof. Pat O’Mahony, who served as a member of the Board from 2003 to 2015 and as its Chair from 2007 to 2011.

During his time at the Management Board, Prof. Pat O’Mahony consistently placed patients' interests at the forefront and championed the mission of the EMA with unwavering dedication and sense of public service. In his role as Chair, he was a passionate and personable leader, deeply committed to fostering collaboration and progress. His genuine care and ability to unite the Board around a shared vision helped advance the cause of true European medicines regulation.

To those who worked alongside him, Pat was more than a colleague, he was a mentor, a friend, and a source of inspiration. His warmth, humility, and respect for others created an environment where every voice was heard and valued.

Pat’s legacy lives on in the work of the Board and the Agency, and in the hearts of those who had the privilege to know him. We honour his memory and extend our sincere condolences to his family and loved ones.

He will be greatly missed.
