We were very sorry to hear that Jim had died. He was one of life's characters and will be sadly missed. We knew Jim through bowling, and the more energy that he put into his shot, the more he enjoyed it - just like his approach to life.

Captain Carter is well deserving of his place on the not inconsiderable Roll of Honour of Dun Laoghaire Harbour's notable Harbour Masters stretching back over two centuries. Long serving, Jim was the harbour’s leading advocate and tireless in his pursuit of the best outcomes for the port.

My sincere condolences to the Carter family. I worked with Jim for many years and remember him as a decent, knowledgeable, and dependable colleague with a great interest in his work and in Dun Laoghaire harbour. After his retirement our paths still crossed occasionally and his sense of humour and interest in matters maritime never faded. May he rest in peace.

I served under Jim, in the harbour police, i was on duty the day he, rescued one of our colleagues, who had fallen into the sea at the inner harbour, i wrote the report, at the time, i said it then, and ill say it again, he showed great
courage for diving in to the water to rescue the man,
he put his life in great danger,
as the engines of the "meat"
boat were running, and could have dragged both to their death. i was able to assist Jim, and held him, till further assistance arrived. i salute you memory Sir, for that courageous and remarkable act! RI.P.Captain.

A wonderful neighbour in Castle Park from the day my family and I moved there in 1975. My sincere and heartfelt condolences to Anne and family. May Jim rest in peace.
My condolences to Anne, Elaine and Stephen on Jim’s passing. I had the pleasure of dealing with him during my time in the NYC and working alongside him in DLHC. A gentleman of wit and wisdom.
But always a joy to watch, on his weekends off and after his retirement when he would visit the harbour with his grandchildren.
